Residents of the village of Pelham Manor will soon be able to decide whether local elections should be held in November, coinciding with federal and state elections, rather than in March.

In a decision Tuesday, state Supreme Court Justice Linda Jamieson ruled that the village could not block an effort by a reform group, the Committee to Move the Manor Village Election, to put this question to voters in a village-wide referendum.

The village had argued that state law allows outside petitioners to create a referendum only on whether the current election date should be changed, and not on the specific date it should be changed to.

Jamieson rejected this reasoning, calling it “absurd” and analogizing it to a vote on whether to change the village’s name….
